The girl at the beginning of the video is former WWF Women's wrestling champion Wendi Richter. This album was out around the time Lauper was on WWF wrestling running the angle with Lou Albano & Roddy Piper (incidentally, a tremendous wrestling angle)

I love Cyndi Lauper and all her songs. Cyndi really shouldn't be in trouble with the police. This song rocks, but who is that woman singing at the beginning? And what is the SWAT team doing there?
